Le misure di contrasto all'emergenza sanitaria da COVID-19, fra le quali la completa interruzione delle attività produttive, hanno prodotto nell'immediato una forte domanda di protezione sociale. Per sostenere le fasce di popolazione più svantaggiate, è stato pertanto istituito il Reddito di emergenza - Rem, un sostegno straordinario rivolto ai nuclei familiari in condizione di necessità economica, che non hanno avuto accesso ai sostegni a tal fine previsti dal Decreto Cura Italia per talune categorie di lavoratori. Inoltre, la crisi sanitaria ha messo ancor più in evidenza le criticità nella composizione della spesa assistenziale, molto sbilanciata in Italia a favore delle prestazioni sociali in denaro a danno di quelle erogate tramite servizi ed interventi. Per questo sono state incrementate le risorse dei Fondi sociali finalizzate al rafforzamento di interventi territoriali. Si segnalano inoltre le misure a sostegno del Terzo settore, che, nella crisi emergenziale, ha affiancato le pubbliche amministrazioni nelle azioni di sostegno alle categorie fragili e negli interventi di contrasto ai fenomeni di povertà ed emarginazione sociale
The measures to cope with the health emergency COVID-19, including the complete interruption of production activities, have immediately produced a strong demand for social protection. Therefore, in order to support the most disadvantaged sections of the population, the Emergency Income – Rem (Reddito di emergenza), an extraordinary support, lasting two months, was set up for families in economic need due to the emergency, who did not have access to the support provided for this purpose by the Italian Care Decree for certain categories of workers. In addition, the health crisis has highlighted even more the critical issues in the composition of welfare spending, which is very unbalanced in Italy in favour of social benefits in cash to the detriment of those provided through services and interventions. For this reason, the resources of the Social Funds have been increased in order to enhance high quality, accessible and affordable social services and their infrastructure, including housing, childcare, healthcare and long-term care, taking into account regional disparities and new care models.
Finally, it is worth mentioning the measures in support of Third Sector organisations, which, in the emergency crisis, supported public administrations in actions in favour of fragile groups and in the fight against poverty and social exclusion.
